- Earls were regional leaders who had the power to raise (their individual) armies, collect tributes/taxes and administer Justice

- Government positions were granted by the king, though many of them were hereditary
- Royal courts were overseen by 3 regional justiciars, responsible for 26 local sheriffs

- Kingship was in reality hereditary by male Primogeniture (eldest son)
- Although their power depended on the state of politics
