Early Identification & Intervention Program - EIIP (7.430)

Significant Event Reporting (SER)

It is LVMPD policy to monitor the involvement of members in significant events over a period of time. Commissioned and civilian employees may be exposed to physical and emotional trauma that can have detrimental effect on overall well-being. Trauma affects each person differently, and the cumulative effect of the involvement in significant events increases the likelihood for mental health issues that could ultimately lead to a decline in work performance.

SER is CONFIDENTIAL, NON-DISCIPLINARY, blue team-based process that tracks significant events members have experienced. SER enables EIIP to proactively address the mental health and well-being of members, REGARDLESS of changes in assignment and / or chain of command. —->

A

If a member is involved in a number of reported significant events that exceed an EIIP-established threshold, then the EIIP alert process WILL be initiated.

It is the MEMBER’S responsibility to NOTIFY their SUPERVISOR or PEAP of incidents that may affect their emotional and / or mental well-being. Supervisors are NOT solely responsible for identifying any / all significant events that may or may not affect members

(see PEAP handbook for additional guidance and reporting).

If the decedent has a vehicle near the scene, the coroner investigator will photograph the vehicle for documentation. The coroner investigator will lock the vehicle and advise the landowner, or person responsible for the property, that the property owner can have the vehicle towed, if needed. Typically waiting a few days allows the coroner’s office time to try to notify the responsible party, without causing unneeded stress and costs on the surviving responsible party. Towing charges are often more costly than the vehicle’s value. Additionally, the responsible person may have challenges with obtaining the proper paperwork that the tow company requests, causing even greater hardship.

Supervisor’s Guide to Employee Enhancement (PEAP)

What should supervisors do once they contact PEAP reference an employee

A

PEAP always RECOMMENDS that a supervisor reach out to their employee and ask them, “How are you doing?” and “Is there anything I can do for you?”

143
Q

Supervisor’s Guide to Employee Enhancement (PEAP)

What should a supervisor or peer employee do when another employee has been place on administrative leave?

Administrative leave (AL) and Relief of Duty (ROD) status is stressful for the employee. These types of leave happen for a variety of reason, i.e. the result of a critical incident, an SOC, or OIS.

A

PEAP recommends that you do NOT EXCLUDE your co-worker when they have been placed on leave. Instead, include them in normal activities. Invite your co-workers to lunch, group outings, and text them to check on them. Employees on AL may attend briefings and squad training (if allowed by CIRT after an OIS), however, they cannot be in uniform.

For the employee that is on AL it can feel like they are being ostracized and not part of the team. Do what you can to encourage your team to interact and include the team member that is on AL while being mindful NOT TO ask questions pertaining to the incident which has caused the employee to be placed on leave due to respect for the confidentiality of the situation and the admonishment that ay have been directed.

It is okay to say “I understand you may have been admonished, help me stay away from anything that you are not allowed to talk about but I want you to know I am concerned about you, how you are doing…what do you need…how are you feeling…I care about you, etc.”

144
Q

Supervisor’s Guide to Employee Enhancement (PEAP)

Suicide Prevention

Suicide prevention is a key focus for the LVMPD. Often it takes supervisors and employees noticing slight changes in the behaviors of co-workers, i.e. loss of interest in what used to be joyous things, weight loss / gain, giving away of personal items. If an employee comes to you with concerns about suicide we owe it to one another to get involved. These conversations can be difficult. PEAP has many resources for you, including suicide awareness / prevention classes.

What should I do if my employee has made remarks about suicide during our interaction?

A
  1. Ask questions.
Are you thinking about killing yourself?
Are you having thoughts about killing yourself?

If the answer to either is “yes” ask if they have a PLAN or if they are looking for HELP.

IMMEDIATELY contact PEAP 24/7 so we can assist you and get your employee the help they need.

Q

Protest 2020 AAR

Policy Lesson learned

A

The lack of a relevant and comprehensive policy was quickly identified as a failure. This was addressed on August 11, after other agency polices were assessed, and the newly written policy was adopted. The new policy defines types of protests and comprehensively covers expectation of officers during protests; supervision; police interaction with organizers; communication during protests (including communication with media and legal observers); orders to disperse; arrest procedures; and use of force issues.

168
Q

Protest 2020 AAR

Q

Protest 2020 AAR

Training Lesson learned (Recommendation)

Leadership training

A

LVMPD will incorporate protest training in the leadership courses for various ranks of newly promoted supervisors

171
Q

Protest 2020 AAR

OT Lesson learned

A

Underestimating the scale of a protest can put public safety at risk. Operational plans should ensure adequate staffing or provide for the rapid deployment of additional resources. There must be a balance between staffing costs and potential for a protest to become dynamic where the crowd size rapidly increases and become a threat to public safety.

172
Q

Protest 2020 AAR

Sustainability for an extended period Lesson learned

A

It was difficult to predict the magnitude and longevity of the protests and activism. The department needs to coordinate and efficiently mange coverage of the protest by various resources. A scheduled rotation was implemented to address this issue.

173
Q

Protest 2020 AAR

Internal Communication Lesson learned

A

The appropriate amount of time must be allocated to sufficiently brief and discuss the challenges that officers are expected to encounter. Protests are dynamic event that caused the department to implement, assess, and frequently change tactics. These changes needed to be thoroughly communicated to the officers in the field.

174
Q

Protest 2020 AAR

External Communication Lesson learned (3)

A
  1. LVMPDs UoF policy and information regarding community programs must be easily accessible to everyone who wishes to view them. In response to the community’s concerns, LVMPD completed a press release and updated its webpage and social media platforms with the most recent UoF policy and some of the community progrmas LVMPD supports. Within 48 hours, LVMPD’s UoF policy was viewed 75,000 times.
  2. ## Using traditional means of communication e.g. , press release, local TV, radio, and press conferences did not reach the majority of protesters.Recommendation:
Use of social media platforms must be better utilzed to communicate more effectively.
  3. ## Direct face-to-face communication between community groups and the police was the most effective way to understand community concerns and ultimately reduce violence during protests. Ideally, this should occur at the onset of civil discord to establish ground rules and clarify expectations.Recommendation:
LVMPD needs to establish productive relationships with the community’s younger generation of community advocates or activists. Trusting relationships are difficult to develop in a crisis.
175
Q

Protest 2020 AAR

Communication: Interaction with professional members of the media and legal observers Lesson learned

A

Offices must be given clear guidance in how to interact with members of the media and legal observers during a dynamic protest. LVMPD had not anticipated members of the media and the presence of legal observers imbedded in the crowds. LVMPD’s new protest policy and event specific IAPs provided guidance on interaction and communication with members of the media and legal observers, to include expectation on protest safety.

176
Q

Protest 2020 AAR

Communication: Dispersal Orders Lesson learned

A

Dispersal orders must be clear, concise, and inform all protesters that the assembly has been deemed unlawful. Additionally, they must provide warning that enforcement action will occur for failure to disperse. A clear egress route must be announced and provided. LVMPD’s comprehensive protest policy addresses these issues.

177
Q

Protest 2020 AAR

Tactics: Skirmish Lines Lesson learned

A

Skirmish lines, when used appropriately, are an effective crowd control tactic. However, they may become a point of conflict. In planning for crowd management, the department will use skirmish lines primarily to protect lives and property.

178
Q

Protest 2020 AAR

Tactics: Vehicles Lesson learned

A

For a moving protest, the use of vehicles allowed LVMPD officers to actively monitor the gathering, help facilitate safe crown movement, and remain mobile.

179
Q

Protest 2020 AAR

Tactics: Staging Areas Lesson learned

A

Ensuring and establishing protocol for protecting equipment, vehicles, and facilities is a prudent measure. Historically, vandalism and arson to police vehicles have further incited violent protesters. Police vehicle and facilities have been a target, and the department must keep careful watch for threats. LVMPD IAPs address this issue.

180
Q

Protest 2020 AAR

Tactics: Pre-deployment of officers Lessons Learned (2)

A
  1. Clark County ordinance 3023 allowed officers to preemptively confiscate items which could have caused significant property damage or injury, without limiting the protesters’ ability to exercise their first amendment rights. This issues has been memorialized in the IAP templates.
  2. Both monitoring and early intervention with first-arriving protesters was a benefit by intercepting potential problems before they started. These proactive measures prevented the destruction of property or violence from occurring.
181
Q

Protest 2020 AAR

Tactics: National Guard Lesson Learned

A

It is important to ensure that additional resources from outside agencies have an acknowledged, specific function during an event. Utilizing the added assets of the NG to respond to threats at police substations and critical infrastructure was identified as a strength.

182
Q

Protest 2020 AAR

Tactics: Violent Extremists Lesson Learned

A

Violent extremists take advantage of protests to incite violence and carry out their agendas.

183
Q

Protest 2020 AAR

UoF Lesson Learned (2)

A
  1. The department must have the resources and equipment to act in the well-coordinated, disciplined response once dispersal orders are given.
  2. the judicious use of aerosol irritants is effective in breaking up or scattering a hostile crowd; however, such use must be controlled. The new protest policy provides guidance on the use of aerosol irritants during a protest.
184
Q

Protest 2020 AAR

Event number, documentation, and coordination Lesson Learned (2)

A

Clear arrest procedures must be established and communicated to officers. Documentation of arrests or citations must be supported by accurate, individualized PC and must articulate the elements of the crime. the new LVMPD protest policy directs that the “IAP will outline the booking process for handling and care of arrestees”.

185
Q

Protest 2020 AAR

Internal oversight and citizen complaints Lesson Learned

A

Video from multiple sources, including BWC, public safety cameras, and social media was invaluable for providing an objective perspective of events. A review of this scope requires dedicated resources.
