A
- they were scarred they were going to have a shortage on food and water leading to hardship
- the big families created financial hardship
- they used to have 4 child on average per family
- they have the largest population in the world

A
- couples who only had one child were given benefits: longer maternity, better housing, free education
- if people didn’t follow this they faced serious punishments such as fines
