A
- ruled by Austrian officials but were given a fair degree of freedom
- the capital Milan was the second largest city in the Austrian empire
- economically and culturally advanced

A
- ruled by the head of the Catholic Church - also had temporal power
- but relied on Catholic counties to protect them if required
- jesuits acted to promote Catholicism whenever it was under threat
- backward and economically poor

- Parma and moderne were separated by the appenine mountains
- under Austrian influence - Ferdinand III became the ruler of Tuscany : improved education, set up hospitals and sorted food relief during an outbreak of typhus 1815-16
