Gerwitz - parents have more power+choice over where to send their children, market power shifts from producers (schools) to consumers (parents)
myth of parentocracy definition and who talks about this
Ball 1994 - myth of parentocracy = all parents dont have same freedom, some are more priveledged choosers so have more knowledge and social capital also have money to move house for better schools
Gerwitz 1995 m/c parents have more economic and cultural capital - can afford bus fares to reach school or have transport and can attend church
different ways schools sell themselves
- league tables
- OFSTED
- open days
- prospectuses
different policies to promote marketisation
- publication of league tables and OFSTED influences competition
- business sponsership on schools
- formula funding = money for each pupil, can afford more experienced teachers, smaller class sizes, popularity allows more options and schools will choose m/c
- allowed to opt out of LEA control
cream skimming and silt shifting definitions and who talked about these
Bartlett 1993
* cream skimming = selecting higher ability students who gain best results and cost less
* silt shifting = off loading students with learning difficulties as they’re expensive and get poorer results
marketisation criticisms
- image becomes more important than substance, schools have become to sell themselves and focus on it more than educating students
- educational rescources are used for promotional campaigns so less used on students
- a ‘top’ school can only stay on top if they carry on getting best results
- successful schools will choose students most likely to achieve best grades = reinforces inequalities
- less attention payed to SEN students
- underachieving schools left to fail
- less cooperation between schools
