- Villages - dont have parties in elections, but can be seen dividing themselves into factions and putting up panel of the candidate
- Big and complex society needs an agency to bring together views and present them to the gvt
-> support or restrain the gvt, make polvies, justify and oppose them

* 6% in assembly elections in 4 states
* 4 seats in LS
- units in every state
- nation oriented, units often have state agendas
