  • Villages - dont have parties in elections, but can be seen dividing themselves into factions and putting up panel of the candidate
  • Big and complex society needs an agency to bring together views and present them to the gvt
    -> support or restrain the gvt, make polvies, justify and oppose them

  • nation oriented, units often have state agendas
