1. PNP Agreement (signed federal-provincial agreement in place)
2. First stage processing (applicant or employer submits PNP application to province)
3. PNP Certificate (certificate of nomination issued to applicant)
4. Second stage processing (applicant submits federal stage applications to CPC Sydney)
5. PR (applicant is not inadmissible, settlement funds and approval)
6. Applicant lives in the issued PNP certificate

A FN can qualify for PNP under Express Entry or applying directly to the program but for EE it would only be certain categories that are open otherwise the FN will have to apply direct.

• if the FN receives an expression of interest they can fill out the paperwork and if the province issues an enhanced nomination they have been selected through the EE process and can then apply for PR status
• FN can only apply directlly to PNP to a category as long as that category is not a part of the EE stream nj
