The adopted official statement of a local government’s legislative body for future development and conservation
Comprehensive and Land Use Plan (CLUP)
- It is prepared on a community-wide basis and in the context of a wider region.
- Sets forth goals;
- Analyzes existing conditions and trends;
- Describes and illustrates a vision for the physical, social, and economic characteristics of a community in the years ahead;
- Outlines policies and guidelines intended to implement that vision.
Comprehensive and Land Use Plan (CLUP)
specific proposals and strategies for guiding, regulating growth and/or; development that is implemented through the Zoning Ordinance

Main Components of the CLUP
- Land use plan and sectoral studies including:
- Demography,
- Ecosystems Analysis (Terrestrial and Coastal), and;
- Special Area Studies (i.e. Climate Change Adaptation,Disaster Risk Reduction and Management, Ancestral Domain, Biodiversity, Heritage Conservation, and Green Urbanism)
Function of the CLUP:
- to provide valuable guidance to those in the public and private sectors when making decisions that affect the natural and built environment as well as the quality of life of present and future residents

- Community facilities and services
- Housing
- The environment
- Human services
- Shows the general distribution, location, and characteristics of current and future land uses and urban form, including the: Future land use map
- Land use projections
Land Use Map
- Describes the local government’s role in the region’s economy
- Identifies particular types of commercial, industrial and institutional uses desired by the local government
- Focuses on job creation/retention, increase in wages, a stable tax base, and job diversification
National Economic Development Plan
- cover geographic areas transcending the
boundaries of individual governmental units often serve as the skeleton or framework for local government plans, supplying unifying assumptions, forecasts, and strategies
Regional Plans
Factors that define regions:
- Geographic and topographic features
- Political boundaries
- Transportation patterns
- Region-serving facilities
- Interrelated social/economic problems
- Population distribution
- Urbanized area boundaries
Regional Comprehensive Plan
- intended to address facilities or resources that affect more than jurisdiction
- It provides guidance and forecasts so that local plans and decisions are made with a common set of assumptions
- will propose a more schematic pattern of development than a comprehensive plan
- For example: land use pattern is generally simple, demarcating land into urban and rural. But in a comprehensive plan, land
use pattern is much more specific in zoning and demarcation. - Map components:

- Existing and proposed transportation facilities
- Public facilities of region-wide significance

Under Philippine Land Classification

- Agricultural
- Residential, commercial, industrial, or for similar productive purposes
- Educational, charitable, or other similar purposes
- Reservations for town sites and for public and quasi- public uses
