Plans Flashcards
What is an EOP? What do they do? Not do?
Emergency Operations Plan
They prepare an Enterprise for business interruption and ensure the proper flow of critical information in a disaster or emergency.
Provide a organization wide EOP to coordinate between various sites, and Local EOPs for each site.
Not meant to be used to respond to normal operational events. Such as sick personnel, vacations, or anything that occurs with regularity.
What is COOP? (no, not a co-op, the co-op can’t write this exam for you ;-) How Does a COOP differ from Business Continuity?
Continuity of operations (mainly used by US government)
It defers from BC as COOP entails movement of critical functions and personnel to an alternate operations site or sites in accordance with a pre-established COOP plan.
What are 11 types of emergency plans?
1) Bomb Incident
2) Fire
3) Medical Emergency
4) Workplace violence/trauma plan
5) hazmat response plan
6) Utility outage
7) Computer system failure plan
8) Telecommunications failure plan
9) Severe Weather plan
10) COOP
11) Business resumption/recovery plan
What is All-Hazards Planning? Who adopted it?
Consists of a basic emergency plan and call lists for specific/multiple emergencies such as bomb, fire, flood, terrorist attack etc.
Adopted by FEMA
What are the two significant concerns when choosing a planning format? When should a plan be reviewed?
1) Dissemination of plan to relevant people
2) Plan maintenance, a plan must be reviewed and updated regularly
Plan should also be reviewed after each training drill, each emergency changes in personnel, changes in facility’s physical design, changes in policies or procedures.
Things to revise during a review of the plan include, floor plans, contact numbers, key personnel, key assets etc.
What is Standalone Planning? How is it different from All-Hazards Planning
All hazards planning is more general and has only a single plan, with call lists for each emergency type, where standalone planning requires a plan for each type of emergency.
An all hazards approach is relatively simple to update, but standalone plans all require updating when a single contact number changes.
How often and when should an audit be conducted of an EOP? (6 total)
1) At least annually.
2) When personnel change.
3) After a drill.
4) After an emergency.
5) Facility design change.
6) Operational change.
What is the purpose of an emergency plan?
To highlight the types of problems that decision makers and other management personnel will encounter, and to prepare them in advance to react to the emergency.
What are planning assumptions?
Assumptions made during the planning process about resource availability. For example, only 60% of company vehicles will be available because the other 40 will be on site or undergoing maintenance
Should mitigation, recovery, operational, response, preparedness plans all be included within one plan?
No, its easier to maintain the documents if they are separate.
What is the most important thing to understand about planning?
It is a continual process that is never finished and a plan must be maintained to be relevant and staff trained on it.
Should External Agencies be informed of an organization’s EOP?
Yes, additionally external organizations response capabilities should be included within the plan. Informing the external organizations of your facility layouts and procedures improves their ability to respond and provide assistance.
Tours to local responders could be completed for areas that have chemicals, valuables, first aid rooms etc. Consider providing local responders with facility maps.
Why is a public affairs/relations position a good idea to have in an EOP?
By having a singular point of contact for the media it prevents conflicting information from leaving the organization.
The representative should be prepared to issue press releases and oral briefings so that rumors conjecture, and speculation from occurring.
What are the three considerations for medical support?
1) Determine in-house medical capabilities
2) Plan how to provision additional medical supplies
3) Plan for mass casualty situation, triage space, treatment space, and be transported to medical facilities
