Being proficient means that pilot is capable of conducting a flight with a group of confidence. It requires the pilot have a wide range of knowledge and skills, in smaller words being proficient is not about legality, but about being smart and safe

What privileges and limitation apply to a private pilot
No person who holds a private pilot certificate may act as PIC of an aircraft that is caring passengers, or property for compensation or hire

May act as PIC of a charitable nonprofit or community event if the pilot can fly with the requirements of 14 CFR 91. 146.
