Heavy rainfall
A
If the rainfall is very heavy there is not enough time for water to infiltrate. Surface runoff is immediate

Especially in spring time, this contributes a sudden excess amount of discharge to some rivers

A
The ground will become saturated and so little infiltration can occur

Low evapotranspiration
A
In cooler conditions there will be less water lost from the drainage basin system and so more water is available to enter the river channel
