If they are below suggest a heading for identification and make sure they maintain there own terrain and obstruction avoidance. Then radar ID the primary and start track in them TRACK P AID ENTER the VP type equipment destination and CID

If you are using the beacon methods for all flight following and VFR requesting IFR clearance then give them code and ident once you see it radar contact them and track them Track Puck AID enter
