when lawfully sworn as a witness, willfully makes a statement knowing it to be false or does not believe it to be true
- must be deliberate and intentional
- they must know the statement to be false

A
examples include deliberately destroying, concealing or falisfying evidence
- making false allegation of a crime
- providing false details when reported for an offence
- must act in way intending to pervert
