According to eyewitness accounts after the Soviet Union’s collapse in the 1990s, the sp eech was rushed to Stalin’s desk for careful study.
Only two weeks later, after Mao’s constant request, on January 30, 1950, Stalin finally issued a general approval for Kim Il-sung to launch the attack on the South.
