When the estimated fuel remaining on touchdown at the airport of intended landing is less than specified in the Minimum column of the Minimum / Emergency fuel table; and,
Any further deviation from the planned route could result in the declaration of emergency fuel

When during flight, the PIC determines that unanticipated circumstances may result in landing with less than Minimum Fuel
