focused in scope and scale and conducted to achieve a specific strategic or operational-level objective in an operational area
Military engagement, security, cooperation, deterrence
build networks and relationships with partners, shape regions, keep day-to-day tensions between nations or groups below the threshold of armed conflict, and maintain U.S. global influence
Importance of Socio-Cultural Understanding (SCU)
VBBN: Values, Beliefs, Behaviors, Norms
- inform, discern, or influence human behavior
- gain the trust of a skeptical population
- Gives insights into power structures that disclose key actors/brokers
- Illuminates economic networks and challenges that contribute to instability
- Explains social/societal grievances and tensions between groups
2+3 Threat
Russia, China: prevent, stall, or complicate the U.S. ability to bring forces to bear before our adversaries can achieve their political objectives; focusing on the development of sophisticated anti-access/area denial capabilities, long-range fires, electronic warfare and deception capabilities, space-based sensors and anti-space weapons, advanced forms of information operations, weapons of mass destruction, and cyber capabilities
North Korea, Iran: narrower, less-comprehensive, and less technically sophisticated variants of these capabilities
Non-State Rogue Actors
