What was the people’s budget
To raise amounts of money by taxing the rich and spending it on social reforms for the poor
It was introduced in 1909 and it taxed 6p on the pound for incomes over 5000
It also taxed motor vehicles based on horsepower
The liberals were seen to be targeting the conservative support
What was the constitutional crisis
Up to 1909, the House of Lords were able to veto all reforms passed in commons apart from financial reforms
The House of Lords stood in the way of taxation and spending plans
In 1911 parliament bill became law and they could now only delay bills
Effect of the constitutional crisis

Liberals appeared victorious
The 1910 election they lost their majority
Developments of the Labour Party
The lib-lab pact in 1903 allowed the Labour Party to gain 29 seats in parliament
-the trades disputes act reversed the taff vale judgement and now strikes could not be held accountable and compelled to pay damage done to their workers
-ideological similarities- passing reforms such as labour exchanges or national insurance acts, were being represented but liberals did not see them as a threat
-however in 1909, the Osborne judgement came into power and the trade union movement could no longer fund the Labour Party
-1911, MPs were paid and the Osborne judgement was reversed in 1913
Support of miners federation of Great Britain:
Joined in 1909 and brought 550k new members and also 12 sponsored MPS
-Increased from 1.4mil in 1910 up to 2.1m in 1915
However in 1914 over half of the party’s councillors were in Yorkshire and Lancashire
-prepared to challenge 150 seats before the first world war
