No. Only enlisted personnel can apply for a remission.

Cancel an uncollected amount of indebtedness for an enlisted active duty member.

Suspend the collection of debt, forward the application to CG-1332, and notify the member of action taken within 3 working days
Definition of a waiver of debt
A member may request a waiver of debt for erroneous payment made to them that is subject to collection

Yes, any present of former member of recipients of pay on behalf of them may apply for a waiver
If a debt is $750 or higher how does the system collect the debt?
Five equal monthly installments
If a debt is between $150 and $749.99 how does the system collect the debt?
A rate NTE $150 a month until debt is paid
What is the definition of available pay?
2/3 of the member’s pay minus: amounts deducted in arriving at disposable pay, plus: amounts collected under debt collection authorities
What is the definition of disposable pay?
Pay minus FICA, Federal and state tax, dental, TSP and SBP
