Define a lookout
Every vessel shall at all times maintain a proper lookout by sight and hearing as well as by all available means appropriate in the prevailing circumstances and conditions so as to make a full appraisal of the situation and of the risk of collision.
Define safe speed
Can take proper and effective action to avoid a collision and be stopped within a distance appropriate to the prevailing circumstances and conditions.

Factors affecting safe speed
Visibility Traffic density Manoeuvrability Background lights (backscatter) Wind, sea and current Draught in relation to depth
Factors affecting radar
Characteristics Range Weather Ice and small vessels may not show up Number of vessels Exact assessment
What means shall a vessel use to determine if a risk of collision exists
Use all available means appropriate to the prevailing circumstances and conditions
Making assumptions
Do not make them based on scanty info especially scanty radar info
Two ways to determine the risk of collision
Bearing of approaching vessel doesn’t change
Bearing changes but large vessel at close range or long tow
What action taken to avoid a collision?
What do the rules say about any alteration of course/speed?
Positive, made in ample time and with due regard to the observation of good seamanship
Large enough to be clearly visible by sight or on radar, a small succession of movements should be avoided.
Rules for a narrow channel
Keep as near to the starboard side as is safe and practical
PDV <20m, sailing and fishing vessels shall not impede the passage of a vessel which can only navigate within a narrow channel
Do not cross a narrow channel if you will impede CBD
Separation schemes
Vessel shall
Travel in the correct direction
Keep clear of a traffic separation line or zone
Join or leave at the termination if necessary join at as small an angle as possible
Avoid crossing, if necessary right angles
Inshore traffic zone: <20m sailing vessels fishing vessels, en route to a port, to avoid immediate danger
Separation zone/line: emergency to avoid immediate danger fishing or crossing
