Substance level means having enough food
Surplus food means having more food that what you actually need
Why is agriculture the basis of all civilizations?
decisive factor that made it possible for human kind to advance was agriculture. Farming was a great discovery.
By domesticating animals and plants the people were able to have a surplus of food that give them more time to advance other things and because now they have enough food their population also grew
