What happens in the second reading of parliament stage?
This the main debate
MPs deliberate principles behind the bill
The debate usually focuses on the main principles of the Bill
MPs wishing to speak must catch the speakers eye cuz the speaker controlls all debates and no one may speak without being called by the speaker
There are two voting procedures, foraml and verbal voting
Verbal vote involves the speaker asking the members as a whole how they vote and the members shout Aye or No
If the verbal voting is unclear then it passes to formal voting
Formal vote is where MPs leave the chamber and then walk back in through one of the voting doors on either side of chamber
The tellers who are positioned in each doors count up the number of MPs who voted for and against
