This is when there is a political party which publishes a list of their policies and suggested law reforms during election period to persuade the public into voting it

2.makes law making more efficient because if the government has the majority of seats in the HC then the bill will be virtually passed
3 . Improvement in initial law proposals can be suggested because proposed changes will be debated in parliament and suggestions made by lords carry considerable weight because they are generally non political
