2) Content based restriction = Strict Scrutiny

Strict Scrutiny upheld if:
1) The regulation is NECESSARY to serve a COMPELLING state interest, and
2) it is NARROWLY tailored to achieve that end.

1) Is the ad truthful not misleading, and for lawful activities?
2) does the government have substantial reason for Regulation?
3) Does the law directly advance government interest?
4) Is it narrowly tailored to achieve the government interest?
