Foreign Policy
EXECUTIVE AGREEMENT
Is an agreement between the US and a foreign counry that is effective when signed but the President and the lead of the foreign nation
- Any purpose
- Can prevail over conflict state law, but now FED.

Treaties
An agreement between the US and a FOREIGN country that they a Reg by the President and are effective when Ratified by Senate.
- Prevails over conflicting state law
- If conflict with Fed statute, last adopted
- Can’t conflit with US Constitution

Veto Power
Congress may overside veto by 2/3 votes
President has 10 days to veto, if he fails:
1) Bill because a law if Congress still in session
2) Auto veto if Congress not in Session.

Executive
For Congress to limit Executive Removal:
1) It must be an office where independent form president is desirable, and
2) congress cannot prohibit removal, it can limit removal to where there is good cause.
Appointment Power
The president appoints:
* ambassadors, Fed judges and officers of the US
Congress may vest the appointment of inferior officers in the President, the head of department, or the lower fed court.
Congress may not give itself or its officers appointment power.
