Midnight Judges
federalists judges appointed by outgoing pres. John Adams at the last minute.
Precedent
basing actions or decisions on previous experiences or laws
National Bank
a bank chartered (controlled) by the government
Proclamation of Neutrality
issued in 1793 by George Washington in response to revolutionary France’s request that the new US nation send help.
National Debt
the total money owed for loans, goods, and services by the federal government
Protective Tariff
a tax placed on imported goods to protect a nations industry from foreign competition
Necessary and Proper Clause
the last paragraph of article 1, section 8, explains that congress has the right to make all laws that are necessary and proper. Also called the elastic clause

member of the presidents cabinet, the responsibilities of this post include foreign affairs
