Human Rights Affairs Office (HRAO)
This service is headed by the inspector general who is a civilian, appointed by the president and exercises general supervision and control to this and personnel nationwide.
Inspector General, Internal Affairs Service (IG-IAS)

They are the second in command with the rank of Police Lieutenant General. They assist the Chief, PNP in exercising its responsibilities that are relative to PNP personnel, logistic, comptroller, and plan activities.

They have the rank of Police General. Their responsibility is to command, supervise, and control all their elements.
