• Everyone who
• Knowingly has in possession or makes any explosive substance, or dangerous engine, instrument, or thing
• With intent to use or enable another person to use the substance etc
• To commit an offence

It is suggested that the nature of the device (engine, instrument or thing) is intended to explode or cause fire or emission of noxious things.

The defendant must be in possession of the explosive etc, and know that it is intended to be used in an offence, but need not know who will be using it or the precise nature of the offence.

• Knowingly covered up any hydrant making its position difficult to ascertain
• Knowingly obliterated or removed any sign marking a hydrant
• With intent to deceive, impersonated a member of the fire service
• Fine only, non arrest.
