1=Lamentations is a book consisting of 5 laments. (written shortly after the destruction of Jerusalem by the Babylonians in 586 BC).
2= A lament is a sorrowful poem or song about a tragedy or disaster.

Jeremiah has been traditionally considered to be the writer. ( the author is unnamed, but because of the style)
