Nominate Sector Commanders for the following highrise sectors:
Lobby Sector: Maintains control over personnel entering and/or exiting the building, and of lifts in building.
Fire Sector: Coordinates all mitigation and search activities.
Evacuation Sector: Coordinates the evacuation plan.
Internal vs external staging officers:
External Staging Officer for appliances and support personnel at designated Staging Area.
Internal Staging Officer for personnel and equipment in the lobby of the building.
Highrise Full Evacuation
Consider full evacuation when any of the situations are observed: (6)
- Internal breach of compartmentation
- External fire on buildings with known
combustible cladding - Any external fire spread beyond two floors
- Failure of installed sprinkler or hydrant system
- Uncontrolled self-evacuation of large numbers
of people - Insufficient resources available to mount an
effective attack on the fire
Ensure lift operator is equipped the following equipment: (6)
- Lift access keys
- Full structure fire PPC
- Breathing Apparatus (not required to be ‘on air’)
- Personal radio
- Dry powder extinguisher
- Forcible entry equipment.
Consider implementing the following DEBRiS sectors:
- Decontamination of personnel
- Entry and exit of Hot Zones
- Breathing Apparatus (BA) service areas
- Rehabilitation of personnel
- incident accountability of all personnel (this is
not a sector but provides systematic
accountability) - Staging Area (vehicles and personnel).
Controlling exposure to Asbestos
Minimise disturbance of any material suspected of containing asbestos, and ensure it is wet down and remains damp and intact.
Deploy a RIT in the following circumstances: (4)
- Call of distress “Mayday”
- BA full alarm activation
- Loss of accountability identified by PAR
- Any other situation requiring rapid intervention
