- Indicates the current scope of incident and establishes the length of commitment.
- w/in few minutes of arrival and when command is transferred/transitioned

Who assumes command at an incident?
First arriving unit assumes command
(if that first arriving unit isn’t an officer then the first arriving offender assumes command when they arrive on scene)

When can the IC participate in the operation himself?
Give example
Can participate directly when it will result in a positive and immediate conclusion of incident.
First on scene and there is active rescue
When can a first arriving officer pass command?
How many times can command be passed?
Only when immediate, direct involvement of first-arriving officer is needed and command cant be maintained
Command can only be passed once and receiving officer must accept

Information you would include in a “Progress Report”
Location/extent of fire Scope of the incident Incident emergencies Changes in command Structure Changes in Comm Plan Escalation or de-escalation of the incident Termination of incident
How often do you provide a progress report?
- Additional alarm requested
- Every 20 minutes unit incident becomes stable or new operational period
What are the rules for transferring Command to another officer
1st captain can pass command if they need to take action and can’t also hold command
Captain receiving command must take command (assume command)
Command can only be passed once
When passing command, a briefing must be given
When new captain assumes command another Size up needs to be done and FCC needs to be notified of new IC
