We need to set up an international surveillance system to be able to detect if a virus like this pops up so we are prepared with a plan before a world wide outbreak occurs. We should also develop sequencing at an international level if a viral variant pops up.

The difference is the length of follow up for efficacy (e.g. when COVID-19 vaccine was released the reports could tell us they were effective for 2-3 months but this is not enough for a licensed vaccine)

Efficacy refers to how well a vaccine does in a controlled environment (laboratory/ trials), while efficiency refers to how well a vaccine does in the real-world (highly depends on how well distributors maintain protocols for vaccine storage).
