Bidders must demonstrate the following:

- Bond security - showing they can financially protect themselves
- Size of firm
- Special training and staffing
- experience of project type

What is the typical distribution of documents?
-Fair distribution to all bidders
- Includes written and graphic info, supplemental info, addenda, or additional instructions must be communicated simultaneously
