lack of consistency in O&M budgets, external demands, and a (relatively) flat budget with increasing requirements including external demands.
when was O&M 20/20 implemented? what is the history?
2015 (BY17) ASA asks USACE to improve O&M Budgeting process and outcomes.
1016 (BY 18) ASA asks for a performance-based budget based on nation-wide competition.
2017 (BY 19) ASA asked to show performance, metrics, and priorities, standards, clarity, and quarterly updates.
What are levels of performance? How many are there?
3 levels - No-Mission, Partial Mission and Full-Mission.

3: Programmatic Activities (PA), Administrative and Technical Support (AT), Legal and/or Environmental Mandates (LE)
What is Specific Work? and how is it broken down?
Work that has scopes, cost estimates, PMP, and/or contract actions. Broken into: Commonly Performed and not commonly performed. (SWNCP)
What are examples of Commonly performed SW?
(SW = Specific Work) examples are: Dredging and Inspections.
What: Captures minimum cost associated with owning assets, does not provide mission performance or deliver benefits to the project, captures the minimum activities to prevent liability or prevent damage to the project infrastructure or equipment.
