Got the papal banner because he promised to sort out problems in the English church, some good leaders didn’t seem to take religion serious

Created synods (church councils) and church courts, wanted clergy to be trialled at church courts, new positions like archdeacons and deans, ended marriage between clergy, role of parish increased (numbers doubled from 1070 to 1170)
