These cannot be restricted by the interest of the community as a whole
Qualified articles – meaning
These can be interfered with by the state, provided one of three criteria is met :
- Prevent crime/disorder
-Public safety - National security

- No original notes the rear
- Only used for incidental non-evidential notes such as regularly use telephone numbers, or an index of cases dealt with
- Briefing messages e.g , persons, wanted, or stolen vehicles
- Keep these entries under review and cancel if necessary.
