It’s because lights in the Ministry of Love never turn off. It’s also metaphorical for ‘You can’t hide anything as long as you’re here’.

How was the first phase of conversion accomplished?
He was beaten at regular intervals, starved and left to rot.
O’Brien also began to interrogate him and persuade him that ‘2+2=5’, or whatever The Party wanted him to believe.
How was the second phase of conversion accomplished?
They treated Winston more passively as he began to understand and believe what The Party said was right.
How was the Third phase of conversion accomplished?
They made him submit and fully betray his love for Julia by making him go face to face with his biggest fear: Rats
This broke him and made him love B.B, not her.
When Winston asserts that O’Brien and the Party will fail to control the world forever, he suggests the spirit of man will stop them.
How does O’Brien address this?
He basically told Winston to strip, look in a mirror and showed him how emaciated and ugly he was.
He then said that Winston is the last man on earth and the spirit of mankind lay within him.

Before the last stage of Winston’s re-education he has a final thought of rebellion. What does he believe his last chance of freedom is?
To be shot in the back of the head unexpectedly while he still had hatred for the Party.
What country is Oceania at war with at the end?
They were and always was at war with Eurasia.
How does the book look towards the end?
What does it signify?
He had won the battle of his mind and he truly loved Big Brother.
He also mentioned feeling the bullet go through the back of his head. It’s a metaphor for him not being able to think for himself anymore, any individualistic thoughts of resentment he had towards the party is no longer existent.
He’s a walking corpse.
