Why is the NFPA 80 Standard applicable in any given jurisdiction?
The NFPA 80 Standard becomes a relevant standard because it is referenced in the IBC.
IBC 2009 Edition, Chapter 7, Section 715.4:
Fire door and fire shutter assemblies shall be constructed of any material or assembly of Sections 715.4.1, 715.4.2, 715.4.3 and the fire protection rating indicated in Table 715.4. Fire door assemblies and shutters shall be installed in accordance with the provisions of this section and NFPA 80.
Does the NFPA 80 every change?
All standards and codes are subject to updates.
Who is ANSI?
American National Standards Institute.
Many of the standards and codes formulated by the NFPA have their foundation in ANSI standards.

3.2.7 Standard as?

In simple words NFPA definition of a Standard means?
If it is a Standard, the word “shall” is in place. There is not a “may” or a “maybe” included, as the term means it “must” and “shall” be done according to the document.
How do various Standards become code for local jurisdictions?
AHJ and local jurisdictional authorities “Adopt” certain entire or parts of standards that suit their jurisdictional needs. This is called adoption by reference. These standards become part of jurisdictional code us by law. Local jurisdiction can adopt standards that differ from national standards and codes.
How does adoption of revised NFPA 80, 2007 edition pertain to annual inspection of fire door assemblies and what section of the Standards contains the specific requirements?
5.2.1 Fire door assemblies shall be inspected and tested not less than annually and a written record of the inspection shall be signed and kept for inspection by the AHJ.
