Did the fact that the New Deal did not solve unemployment mean that it was a failure?

Why did unemployment persist despite the New Deal?

- Industrial Output: The recovery of industries was gradual, and many businesses were hesitant to hire due to lingering economic uncertainty.
- Lack of Consumer Demand: Consumer spending remained weak, which limited the ability of the economy to grow rapidly and create jobs.
