The NEP was introduced to deal with the grim economic situation and famine. State terror had failed to force the peasants to grow large grain stocks.
What were the essential features of the NEP?
Central economic control was to be relaxed
The requisitioning of grain was abandoned and replaced with a tax
The peasants allowed to keep their food surpluses and sell them for a profit
Public markets were restored
Money to be reintroduced as a means of trading
State control of heavy industry
Who opposed the NEP and why?
Trotsky and Preobrazhensky - they wanted war Communism to continue to anger the peasants into starting the next stage of the Revolution.

The rise of Nepmen who began to create wealth akin to the middle class of the previous years
