Q

Hegemon

A

powerful state that provides self-interested global or regional stability.

17
Q

what are the barriers to international cooperation?

A

states fail to cooperate because they lack information about the other’s true intent, they may fear that the other state will cheat, free-ride or risks are to great cooperate.

18
Q

how do neoliberals respond to the barriers of the international cooperation

A

the barriers are not insurmountable

19
Q

who to solve barriers of state paranoia

A

international organizations allow for constant meetings so that states can keep monitoring each other and learn of their different preferences.
international organizations can increase transparency and reduce and catch any cheating.

20
Q

how do neoliberals study international institutions?

A

what is the purpose of the institution?

how the institutional design insures interests are obtained?

21
Q

what are the three major challenges of designing international institutions

A

Bargaining- rules and regulations should be put in place to facilitate bargaining.

Defection- states are afraid that other states may not live up to their expectations because there is no penalty for not fulfilling your end of the bargain, or states may free ride.

Autonomy- institutions are independent from their constituent members to increase legitimacy.

22
Q

Bargaining

A

game theory in IR, can states are bargaining of an outcome that improves everyone’s situation and doesn’t make any situation worse.

23
Q

criticisms of bargaining

A

it assumes that international institutions have control of the outcome and yet issues may be with the state and not the bargaining process, institutions may have limited capacity resolve conflicts between states.

24
Q

compliance

A

the extent to which states can be induced or encouraged to abide by the international agreements to which they are parties. International institutions place to enforce punishments or consequences for broken contracts.

25
Q

what is necessary for international institutions to create compliance among states

A

dispute resolution mechanism- there has to be a plan for renegotiation if plans don’t work out because states are more willing to comply when the terms are not too rigid.

26
Q

how do neoliberalists assess the autonomy of international institutions

A

look at how international institutions act as norm entrepreneurs and agenda setters in global politics

look at how do international institutions implement the tasks assigned to them by states

27
Q

principle agent theory

A

applied to assess the autonomy of international institutions, to see how the principal (states) delegate tasks and authority to the (agent)
