how does neoliberalism view states
the see states as unitary bodies that are rational and utility maximizing, they are a unified entity with specific goals not an accumulation of individual goals.

states look at the cost and benefits of certain actions and the choose based on the one with the highest pay off, they are strategic and look at the behaviour of other players and look at their pay-offs as well.
