What is NCIC?
National Crime information Center
NCIC is a computerized database and network system that serves the nation’s criminal justice organizations in all 50 US states, the District of Columbia, US possessions/territories, and Canada.
What is NLETS?
National Law Enforcement telecommunications System
Networking system that makes certain state and local data from all 50 states
available to legitimate users of the system
What is KST?
Known or Appropriately Suspected Terrorist- These records contain information on persons who have been nominated as a known or suspected terrorist.
What is TSC?
FBI Terrorist Screening Center- is the only entity allowed to enter, edit and delete records within the KST file. These records remain in KST File
indefinitely or united the TSC makes an update or removes the record.
What are the Terrorist handling codes?
- Arrest Subject & Contact Terrorist Screening Center (TSC)
- Detain & Question- Contact TSC for additional direction
- Do Not Alert Individual- Do not arrest unless PC present- Contact TSC
What is an ORI?
Originating Agency Identifier
ORI maintains pertinent info on all criminal justice agencies referenced in
NCIC
o Organization to contact when query returns a “hit”
o Responsible for providing prompt, accurate response to confirmation call from
line officers
o Responsible for ensuring info is accurate, timely, complete
o All agencies assigned unique 9-digit ORI
What is Interpol Red Notice?
is not an international arrest warrant; it is to seek the arrest or provisional arrest of wanted persons with a view to extradition. Persons are wanted by national jurisdictions or the International Criminal Tribunals.
What is Interpol Blue notice?
Used to collect additional information about a person’s identity or activates in relation to a crime
What is an Off-line Search?
Used to obtain info from NCIC that cannot be obtained from on-line inquiry
Example: off-line search of NCIC transaction log will reveal whether inquiries made on particular individual or property item (i.e. during a traffic stop) for a specified time frame.
What is a Wanted Person File?
o Fugitive from justice
o Probation or parole violator, outstanding warrants
o Includes juveniles tried as adults
What is a Foreign Fugitive File?
o Only Interpol can enter records into this file RED/Blue Notice
o Individuals charged with crimes that would be a felony in US
o Must be fugitive from justice
o Must be from country that has signed extradition treaty with US
What is a Violent Gang and Terrorist Organization File?
o Raw intelligence, not adjudicated like the info found in other types of files
Example: new gang tattoos, etc.
o Designed for law enforcement information exchange and safety
What is a Deported Felon/Immigration Violators File?
o Identifies deported criminal/aggravated felon aliens.
o Records on criminal aliens deported for drug trafficking, firearms trafficking, and serious violent crimes are maintained in this file.
o Only ICE Law Enforcement Support Center (LESC) is the only agency authorized to enter and maintain records
