Rule 1- application
Rules apply to all vessels upon inland waters and to vessels in US and Canada.
Rule 2- Responsibility
Nothing in these rules shall exonerate any vessel, or the owner, master or crew thereof from the consequences of any neglect to comply with these rules or of the neglect of any precaution which may be required by the ordinary practice of seaman, or by the circumstances of the case.

Application - rules in this section apply to any condition of visibility
Rule 5
Look out- every vessel at all times maintain proper look-out by sight and hearing as well as by all available means appropriate in the prevailing circumstances and conditions so as to make a full appraisal of the situation and of the risk of collision
Rule 6
Safe speed- every vessel shall at all times proceed at a safe speed so that she can take proper and effective action to avoid collision and be stopped within a distance appropriate to the prevailing circumstances and conditions
Rule 7
Risk of collision- every vessel shall use all available means appropriate to the prevailing circumstances and conditions to determine if risk of collision exists.

When two sailing vessels are approaching one another, so as to involve risk of collision, one of them shall keep out of the way of the other as follows
- when each has the wind in a different side, the vessel that has the wind in the port side shall keep out of the way of the other.
- wind in same side, the vessel which is to windward shall keep out of the way of the leeward
Rule 13-overtaking
Notwithstanding anything contained in rules 4 through 18 any vessel overtaking any other shall keep out of the way of the vessel being overtaken
Rule 14- head on situation
When 2 power driven vessels are meeting on a reciprocal or nearly reciprocal courses so as to involve risk of collision each shall alter her course to starboard so that each shall pass on the port side of each other.
Rule 15
Crossing vessels- when two power driven vessels are crossing , so as to involve a risk of collision, the vessel which has the other on her own starboard side shall keep out of the way
Rule 16
The give way vessel - every vessel which is directed to keep out of the way of another vessel shall, so far as possible take early and substantial action to keep well clear (give way)
Rule 17
The stand on vessel- where one of two vessels is to keep out of the way, the other shall keep her course and speed ( stand-on) until it becomes apparent that the give way is not taking g appropriate action
Rule 18
Responsibility- the stand on vessel is determined by the order of priority. To remember the order of priority use the phrase:ONLY NEW REELS CATCH FISH SO PURCHASE SOME OFTEN.
Only- overtaken vessel
New- not under command (broken)
Reels- restricted in ability to maneuver (working)
Catch- constrained by draft (int only)
Fish- fishing vessel
So- sailing vessel
Purchase- power/towing vessel
Some- seaplane
Often- overtaking vessel
Rule 19
Restricted visibility- A vessel which hears a fog signal forward of the beam, shall reduce speed to the minimum speed at which she can be kept on course.

Refers to application of lights and shapes- rule are applied from sunset to sunrise
Rules pertaining to shapes shall be complied with by day

An inconspicuously partly submerged vessel or objects being towed would show one all around white light forward and one aft. During the day, it would show a diamond shape aft.

A sailing vessel must exhibit red an green lights at bow or top of the mast and white stern light
Sailing Vessel <7 and vessel under para may use a flashlight
Sailing vessel under power must exhibit an upside down triangle at the mast

Aground- all vessels shall show two 360 degrees Red lights and two 360 degrees white lights
<50m shall show two 360 degrees red lights and may show one 360 degrees white light instead of two

A vessel shall show two 360 degrees white lights
>100m shall also illuminate her decks
<50m may show on 360 degrees white light instead of two.
