What is Rule 2 ?

A. Every vessel shall use all available means to the prevailing circumstances and conditions to determine risk of collision.
B. Proper use of radar equipment and long range scanning and radar plotting to avoid risk of collision.
C. don’t assume based on scanty information especially scanty radar information.

b. risk may still exist if bearing change is evident, approaching a tow or vessel at close range.
What is Rule 8 and why is it important to you?

A. Action taken to avoid collision shall be positive, made in ample time, and good seamanship.
B. Large course change be readily apparent on radar, and avoid small courses and speed.
C. If sufficient sea room, course change alone may be the most effective action to avoid collision.
D. Pass at a safe distance
E. to avoid collision or more time, a vessel shall slacken her speed or take engines all the way off.
F. I. Vessel is required not to impede the passage or safe passage, take early action to allow sufficient sea room for safe passage.

Narrow Channels
A. Vessels proceeding along the course of a narrow channel shall keep to the outer limit which lies on her Starboard side.
B. Vessel less than 20 or sailing shall not impede the passage of a vessel.
C. Fishing shall not impede the passage.
D. Vessel shall not cross channel, if such happens you may sound the danger signal.
E. Only overtake if it is safe passing, an agreement

III. Wind of port side sees a vessel to windward= cant determine she shall keep out of the way.

B. Vessel shall be deemed to be overtaking, when coming up another vessel from 22.5 degrees abaft her beam, at night she would only see the sternlight but neither of her sidelights.
C. Any doubt, she shall assume that this is the case and act accordingly.

A. Two power driven vessels are meeting on reciprocal or nearly reciprocal, involving ROC, each vessel shall alter her course to STBD and pass port to port.
B. Deemed to exist when, vessel sees the other ahead or nearly ahead, and by night Masthead light in line or nearly in line or both side-lights.
C. Any doubt, she shall assume that it does exist and act accordingly.

Two PDV are crossing so as to involve ROC, vessel which has the other on her STBD side shall keep out of the way, avoid crossing ahead.

Great Lakes, Western Rivers, water by SEC of state and proceeding down bound with a following current shall have the rt away over upbound.

RULE 19 CONDUCT OF VESSELS IN RESTRICTED VIS?
A. vessels not in sight of one another when navigating In or near an area of RV.
B. Every vessel shall proceed at a safe speed adapted to the prevailing circumstances and conditions of restricted Vis.
*PDV Shall have her engines ready for immediate maneuver.
C. every vessel shall have due regard to the prevailing circumstances and conditions of RV. 4-10
D. use Radar to determine the presence of another vessel, if close quarters is developing/ or risk of collision exist.
*If so, She shall take avoiding action in ample time.
avoid:
I. course to port for a vessel fwd of the beam, other than a vessel being overtaken.
II. alteration of course towards a vessel beam or abaft the beam.
E. vessel that HEARS fwd of her beam the fog signal of another vessel,
* which cannot avoid a close quarters siutuation with another vessel fwd of the beam,
* She shall reduce her speed to a minimum
* Take all her way off
* In any event navigate with extreme caution until danger of collision is over.
