Elizabeth using speeches to handle parliament. (2)
- Addressed parliament using complex speeches in order to confuse the members and be a means of distraction from the topic.
- Eg. closing speech of 1563
Elizabeth’s use of vetoing bills. (5)
- Used royal prerogative to deny bills as she ultimately had the supreme power.
- She always gave valid reasons as to why bills were vetoed.
- Eg. 1572; vetoing against execution of Mary
1571; vetoing Strickland’s bill
1587; vetoing Cope’s Bill and Book
Elizabeth’s use of ‘proroguing’ parliament. (2)
- Gave her the ability to adjourn parliament when they discussed subjects that she disliked. This prevented conflict between her and parliament.
- Eg meeting of 1566 in the discussion of marriage and succession.

Trouble in parliament over free speech. (4)
- Occured in 1566 (Paul Wentworth)
- 1571, 1576 and 1587 with Peter Wentworth
- They pushed to discuss all matters of concern in parliament not just what the Queen wanted.
- Parliament were not that responsive and felt like it was a direct attack at the Queen.
What matters did the Queen feel could be discussed in parliament. (4)
- Commonwealth; socio-economic problems and local and personal bills
- Matters of state needed her permission
- Religion was discussed with bishops
- Marriage, succession and foreign policy was part of her prerogative.
How was the Queen’s council structured. (4)
- Her members were those of close relationships to her and were deemed as ‘loyal’.
eg. Lord Hunsdon and Norfolk were cousins, Her and Dudley and Cecil were close. - Liked to have a balance of opinions;
Dudley had Protestant connections whereas Norfolk had Catholic ones. - She mainly relied on Cecil, Dudley, Bacon and Parry.

- Over intervention in Scotland
- Cecil argued for the intervention and had to win many over before they conceded.

- Elizabeth was seriously ill with smallpox and the parliament feared who would succeed as the Queen would not name one.

- Did not obtain actual power, just entertained and advised the monarch.

- Made of advisors, leading courtiers, nobles and senior government officials.
- Around 19 members
- Debated current issues with government policy
- law and order
- carried out monarch’s final decisions.
- Oversaw JPs and Parliament.
