- after congress of Vienna 1815, Poland preserved its nominal independence however the tsar ruled
- Poland was allowed constitution, parliament and use of polish language

- Unsuccessful as not fully integrated until Nicholas II
HOWEVER
- appeased them through allowing Diet (1863) and a constitution (1865)

- appeased them so meant they were little threat
- however now they were free to do what they want.

Overall successful HOWEVER his reforms were only effective for the short term and the threat of opposition still reminded a possibility in the long term
