What is the Definition of a MOCA
Minimum obstruction clearance altitude
It is the lowest published altitude in effect between:
- radio fixes on VOR airways
- off airway routes
- route segments which meet obstacle clearance requirements for entire segment
What are the requirements of a MOCA
the maximum terrain or obstacle elevation + 1000ft up to 5000ft. ( + 2000ft for above 5000ft).
Where is MOCA in relation to other altitudes
always at or below MEA (minimum enroute altitude)
could be below MRA so it’s only used in emergencies
What is Safety Height and it’s requirements
A terrain clearance based on the Minimum Off-Route Altitude.
- 1000ft clearance above terrain up to 5000ft AMSL
- 2000ft clearance above terrain above 5001ft AMSL
What is the size of the Safety Height consideration
- an area 50nm either side of track
- an area 50nm semi circular around the end of each sector
What is a MORA

What is a Route MORA and it’s requirements
Provides an obstacle clearance of:
- 10nm either side of airway
- 10nm radius around ends of the airway
- 1000ft clearance above terrain, 2000ft clearance above mountainous terrain
What is a Grid MORA and it’s requirements
Provides an obstacle clearance in a latitude/longitude block (usually 1 degree by 1 degree)
- 1000ft clearance where terrain is 5000ft MSL or lower
- 2000ft clearance where terrain is 5001ft MSL or higher.
