Beat
A geographic area of responsibility to an employee during a tour of Duty
Chain of Command
The Unbroken line of authority extending from the Chief of Police through a single subordinate at each level of command down to the level of execution. Conversely, in keeping with the concept of unity of command, each subordinate employee will be directly accountable to only one supervisor within that line of
Commanding Officer
Any officer assigned to exercise command over a division, Bureau, unit, or uniformed shift
Competence
The degree of requisite qualifications and capabilities required for the successful completion of functions assigned to a department employee
Counseling
Pending file entry or guidance, in either verbal or written communication, utilized as the training tool to modify or improve an individuals performance or conduct. Counseling will be considered as Progressive discipline
Demotion
A change from a position in a higher rank to a position in a lower rank
Discharge (Dismissal)
The involuntary termination of the service of a department employee
District
A unit composed of uniform or plain clothes officers and detectives who’s commanding officer report’s directly to a deputy chief of police
Extra Duty
Any employment of a TPD Officer l, while not on duty, which is predicated on the actual or potential use of the police officers law enforcement powers
General Order
A written order issued by the Chief of Police relating to a specific matter affecting the whole department
Headquarters
The downtown police building located at 411 North Franklin St
Intra-Division procedure
A document which provides duties and responsibilities for all positions, identifies procedures, and delineates functions that are normally restricted to a particular major component of the department. IDP’s are maintained in the administrative offices of the affected components for reference purposes subsequent
Off Duty
Hours not specifically assigned as on duty
Off-duty employment
Any outside employment of a police officer which is not predicated on the actual or potential use of the officers law enforcement powers
Official Channel
Through the hands of the superior officers in the chain of command
On Duty
Engaged in specifically assigned duties during assigned times (including Police Services necessitated by emergency circumstances)
Operational Manual
A manual prepared under the direction of the Chief of Police to define the organizational structure of the force in the specific duties of its organic units and employees, and to outline in detail the standard operating procedures, and policy statements of the department
Order
An instruction given by a superior officer to a subordinate. It may be either oral or written
Policy
A statement of General guidelines which shall be followed in activities directed toward the attainment of Department objectives
Probationary Appointment
An appointment to a position subject to and in accordance with the Civil Service Rules and Regulations
Promotion
A change from a position in a lower rank to a position in a higher rank
Regular Appointment
An appointment to a position subject to the Civil Service Act, made after an employee has successfully completed his probationary appointment
Regulations
Directions issued by the Chief of Police with the approval of the Mayor, to define the police purpose and the duties and conduct of all employees
Report
A written or oral communication relating to police matters
