What does PUWER stand for?
Provision and Use of Work Equipment Regulations 1998 (PUWER)
What is the purpose of PUWER?
Places duties on people and companies who own, operate or have control over work equipment.
Requires that the Equipment provided for use at work is;
- Suitable for the intended use
- Safe for use, maintained in a safe condition and inspected to ensure it is correctly installed and does not subsequently deteriorate
- Used only by people who have received adequate information, instruction and training
- Accompanied by suitable health and safety measures, such as protective devices and controls. These will normally include emergency stop devices, adequate means of isolation from sources of energy, clearly visible markings and warning devices
- Used in accordance with specific requirements, for mobile work equipment and power presses
State the different categories of MEWP available?
- Static Vertical (1a): Vertical personnel platforms (static)
- Static Boom (1b, 1b+): Self-propelled booms (outriggers), trailers/push-arounds, vehicle-mounted platforms
- Mobile Vertical (3a, 3a+): Scissor lifts, vertical personnel platforms (mobile)
- Mobile Boom (3b, 3b+): Self-propelled booms
- Push Around Vertical (PAV): Push around verticals
What are the two elements of the pre-use check required on MEWPs?
- Visual
- Functional
State the activities that a MEWP should not be used?
- As a crane by suspending a load beneath the platform using slings or any other type of lifting accessories;
- As a hoist;
- As a lift for the transfer of persons or goods from one level to another.
- For tandem lifting loads (even if they are to be directly incorporated into the structure).
If during a pre-use inspection of a MEWP a fault is discovered, explain the actions required?
- Isolate the controls
- Tag/place signage on the machine detailing the fault
- Inform the person in charge.
- Report the issue to the hiring company.

Explain the use of PPE if working over water?
