Confined spaces/ hazardous situations
Confined spaces
1. Large enough for a person to enter and perform work
2. Limited access
3. Not designed for human occupancy
Must be inspected by GFE, Competent person, Marine Chemist, Industrial Hygienist
Radiation detection
Gamma dose rate 4500 micro rems
Neutron count 20 count per second
SMAC- stop move away close off
ALARA- as low as reasonably achievable
SMAC and maintain ALARA
Narcotics ID and procedure
- Suspicious substance
- Don gloves, mask, eye protection
- Grab NIK use flow chart to determine which letter test to use
- Follow instructions and test substance twice
- Report findings to OPCON
- Seize contraband
7.discuss with OPCON if arrest is applicable
Hostage situation
- Notify TACON immediately
- Document events as they occur
- Use LEAPS to try to de-escalate situation
- Establish security perimeter
- Do not solicit demands
- Do not make promises or agree to any demands
- Do not offer to speak face to face or trade hostages
- Will make no threats
- Avoid giving orders
- Not use term hostage
If hostage taker is about to cause serious injury or death to hostages coast guard may use appropriate action to minimize loss of life or serious injury without unreasonably endangering CG personnel.
Asylum request
- Acknowledge the request. DONT MAKE PROMISES
- Inform individual the request will be sent to higher authorities
- Contact OPCON immediately and discretely
LE Sitrep requirements
Must be released within 24 hours of establishing connectivity
- Inter-agency coordination
- Any arrest or vessel seizure
- Drug interdiction cases meeting minimum federal drug seizure system requirements
- Drug interdiction not meeting FDSS requirements
- Migrants
- Discovery of contraband where source is not determined
- LMR violations
- Bilateral boardings
- Rad detection
- BUI
- Any other LE case or activity with potential interest to the commandant
Violation/written warning procedure
Once 4100 or 4100f is completed hand the mariner the yellow sheet and explain that they will receive a notice in the mail from a coast guard hearing officer detailing their fines or penalties and how to pay the fines or fix penalties.
Rec/ commercial termination
A BO has the authority to terminate rec and ucpv
The Captain of the port is the only person with the authority to terminate a commercial vessel
Negligent operations
Implies the failure to exercise that degree of care a reasonable person under like circumstances would demonstrate
Ignorance, inattention general carelessness
Gross neg operations
Implies a conscious or voluntary act or omission with reckless disregard of consequence
