Who should be notified when any violations of communications equipment are found?

Ref: 47 CFR 80.149
First the master of the vessel shall be notified of deficiencies so action can be take correct the def. Ultimately violation of communications are under the domain of the FCC and can be reported to the commission if corrective actions are not taken by the master.
